Advice for investment property?

I am looking to purchased my first investment property with 120k I live on the DMV area, “DC, Maryland, and Virginia” and have been looking at homes in Baltimore and West Virginia and am struggling to see why and or where people would want to rent a home in those areas. Any advice on how to find a good and up and coming place to invest in properties?
