After closing county removes exemption and back charges taxes? Who pays?

State of Texas The seller died 4 years back. So it was inheritance sale and no money was for kids as Morgage was left after Morgage. Anyways closing happened and title insurance was purchased.

Now after closing new owner gets a $20k tax bill from county. County says they removed the exemption such as homestead and senior from the year original owner died. County removed it after 4 years when sale happened.

Title company says tax certificate shows $0 at time of sale.

County says title company should have known and made proration on back year taxes.

So what happens in this case? Who is responsible and will title insurance cover?
