Basement Apt. vs Garage

So I’ve posted before about buying and renovating my dad’s house. I’m doing the SOW now and trying to anticipate what the value of the house will be for me to get my mortgage. My question to you fine people is - if I have to choose between adding a big 2 car garage with electricity and maybe a car charger and a basement apt, what would give more value? I’m in pg county, Md for reference.
