Buyers agent and NAR

Florida estate condo listing. Listing agent isn’t holding open houses because she says buyers will schedule viewing with their agent. I asked about unrepresented buyers. She said she would not talk to anyone unless they had a buyer’s agreement with her or another agent. She claims she will be fined if she negotiates with an unrepresented buyer. She claims “the season” doesn’t start until January 15, so really isn’t doing anything other than the MLS to market the unit. However, she is holding open houses for her other listings in the same neighborhood. She is not recommending a price drop until after January 15, even though her other listings of similar units are priced lower. Am I missing something?
