Contingency for HOA to approve 7 pets in inspection report TRR?

So, we just had an inspection on our house and the buyers sent us a list of repairs, but oddly, they included a contingency for the HOA to approve a shed and 7 pets…is this a bit odd? I would think that should have been done when putting in the offer. Supposedly, the buyer’s agent is negotiating with my HOA. Is this legal? They have 2 dogs, 3 cats, a lizard and farret.

I’m selling the house in Oklahoma.
