Do buyers agents always say when offer is on the way?

Selling in a competitive market. Offer deadline is 9 hours away. We have one offer but is disappointing. Asked our listing agent if anyone else has said they are intending to make an offer. She said "Not yet, but I'm still working on it." Do buyer's agents ever submit an offer without alerting the listing agent that it's coming, especially when there's an offer deadline? I'm just very anxious.
