EMD short 32 cents

I am an LO on a purchase transaction in Texas and the buyer gave the title company the EMD deposit but was short 32 cents (emd was 4039.32). The title company won't move forward with title until the buyer gives them 32 cents. Is this absurd? Or could the title company move forward with the transaction instead of constantly emailing me and the realtor wondering when they will receive the 32 cents? I have asked the realtor to send up updated addendum without the 32 cents but he hasn't yet. Couldn't the title company just move forward with the title work instead of making this 32 cent issue a huge problem? The borrowers emd was 1% of the purchase price and the seller lowered the purchase price. So now technically the title company has an end overage but they are still asking for the damn 32 cents lol. Is this crazy or not?
