FHA and inherited home

I inherited 50% of a home with my brother. I own 50 he owns 50. My brother is special needs and already lived in the home when our mother passed and still lives there. There is no mortgage or liens on the home. Can I still get an FHA loan in KY even though I "own" a property? Can I borrow against my equity in that home and still qualify for a fha loan?
