Help please! HUD zone restricted income

Question please help! My wife and I recently put an offer on a home that is an income restricted and a HUD zone home. We were the first to put an offer in with a pre-approval letter from the bank. The buyer declined our offer and accepted an offer from another party because they offered to purchase to their solar panels for 17k… is this legal for the seller to do?

P.s. it’s weird you guys are downvoting me as I am trying to find clarity and understanding.
