HOA Tree Removal Texas

I have a rental property and HOA sent me a letter related to dead tree in the property. The property is fairly new and dead tree is really small. Picture attached. Read through the HOA documents and it doesn't say we need to replace the dead tree. I am thinking whether we can just permanently remove the tree. However to do that I need a file a ACC for tree removal and it's requesting a survey with location of trees. I checked the survey when we initially bought the house and don't see trees in the survey. Is there a different kind of survey which shows trees? Sorry, if the question has already been answered. Tried searching but didnt get clear guidance.
