[NC] Took these pictures at an open house. Anything to be concerned with? I don't even know what the first one is?

So we were looking at an open house and came across:

1. 
   A couple nozzles or spigots or something is a *bedroom closet* which for sure seemed out of place. What is it.
   
   
2. 
   In the crawl space, the house appeared to be held up by 4x4s on another block of wood on a concrete footing? Maybe this is legit but the extra block between the post and the concrete seemed sus.
