Need advice/help on sewage issue (CA)

Hello, my family recently bought a home a little over a year ago (a year and four days as of the time of this post) and in that year, we've discovered that the home wasn't connected to the city's sewer line, despite it being sold to us as if it were. Through some research, we've narrowed it down to the original seller not disclosing the fact, as our realtor says that the home was presented to them as being connected. The online listing backs that claim.

I'm wondering what exactly our next steps should be now that we have a few bits of information, such as the cost to make the switch to sewer (20k+), the fact that we aren't being charged for sewer services by the city, and the testimony of a few neighbors saying that they've seen the property's septic tank cleaned out in the past. Right now I'm looking at helping my family hire a mediator through the California Association of Realtors - as recommended by our realtor - and they're asking for the name of our lawyer, which we haven't decided on whether or not to hire.

My questions boil down to: should we hire a lawyer and begin the mediation process? Should we just go through the mediation process without one? Is there another path that is better recommended in a case like this? As it stands, the current owner of the home never wanted a property connected to septic, and has stated that they wouldn't have bought the home otherwise. The cost to just get the work done is astronomical for our current economic standing, and we would like to find a way to rectify the misrepresentation given to us when buying the home - without having to dig into our pockets and potentially paying more than what we would have if we had just bit the bullet and did the work regardless.
