Opinion on buying Vacant Land to build house, Sitting in Market for 5 years - 14 Tuscan Ct, Oak Brook, IL for 675k

Recently moved to chicago and been looking for buying house in a certain area of oak brook, IL, fine within 2-3 mile radium. But not finding something i like and within my price range and modern house.

Came across an empty land for sale with weird history of price listing ranging from $600k to $2 million after 3 times sale and last sale was listed at 2 million sold for $385k in 2012. Current owner listed it for 826k in 2019 now down to 675k in 2024 but has been sitting in market for almost 5 years. Have few questions


  1. This to me looks like a prime location near to parks, highway and surrounded by costly houses ranging from 1.7 Million to 2.6 million.


  2. One of the reasons i heard was owner wanted to build a certain kind of house design and HOA didn’t approved that, there was back and forth etc. Have no other idea if that could be the real reason.


  3. Why is this land not selling for this long, any background would help with similar experience ? Don’t land appraise ?


  4. What would be a reasonable offer i can make for this land considering nearby houses etc ?


  5. Before making a purchase what all things i would need to know that i can actually build the house on it the way i want and there will not be any problems like Permits, Architectural approval, what else i need to be aware of and clear before buying the vacant land to build a house. Any and all opinions will be helpful.
