Question about building?

I saw that a plot in my neighborhood was for sale, the seller (same people who make the houses in my neighborhood) are offering a house plan to build if you buy the plot. Would that be cheaper than buying an already established home here?

Is building in this case, with utilities and water already set up cheaper? (is being available the same as being set up?)

I really don't know anything on this topic and I'm just curious.
