Refinancing

New LA home-owner here. I'm considering refinancing, but I'm extremely inexperienced and lacking in knowledge about real estate issues. So, I'm wondering what exact interest rate delta would be worth the cost of a down payment plus fees, etc. Obviously, the bank/loan officer is not going to be totally on our side and give us friendly advice on this because he's making a commission lol. What are all of the factors you consider when refinancing? I'm just trying to keep things super simple because of my novice understanding -- there must be a numerical threshold for the interest rate drop where it becomes worthwhile. I know it's a very general question, and probably a very loaded question, but any advice you can offer would be greatly appreciated. Thanks!
