Sellers rejected my offer, went contingent with 4th buyer, now on market again. Okay to offer again?

So I went and toured a home that had fallen through 3 separate offers. They all appeared to fall apart after the inspection. I am aware that an electrical box will need to be moved, and possibly replace the hvac. As a result, I’ve offered under $20,000 of what they wanted. They countered and only dropped $5,000 from asking. I declined and said final offer $20,000 less. I didn’t want to sit here and go into a bidding battle over 20,000 that wouldn’t put a dent into what they were making.

They declined. The house sat on the market for another 3 weeks, and they dropped the asking price $15,000. Then, they went contingent with a buyer. It sat for 2 weeks before falling apart again for the 4th time.

Now leads me to my question. I’ve already put In an offer and they declined. Am I still able to put in another offer, and also, how would you think that would be received? Is that wrong for me to do? I really liked the house, and since I’ve been looking not much has been on the market.
