Selling a home for the first time need advice.

Hey everyone my mother is selling a rental property which she own's however I believe she's under prepared the house is listed and she has an agent nevertheless 2 days ago she called to tell me the house was almost in escrow and the buyer is a contractor who agreed to put down 100k as a down payment. Her asking price was initially 385k however this morning the she told me the buyer had requested a lower selling price since the house requires considerable amount work, the previous tenants who resided on the property didn't take care for the house and removed 2 or 3 windows purposefully, damaged the carpet and a few electrical outlets with some additional other things as well. She responded with removing 20k off the asking price of the house to avoid having to spend money to repair the damaged features of the home.

lastly my final question is when should you get an appraisal on a home should that be done before listing the home for sale if so who usually performs the appraisal and is it the seller's responsibility ? Btw She's located in Southern California and the house has been up for sale for less then one month .
