Hi all, I hope you're well. I have a slightly complicated question.

I am interested in a listing for a 3-bedroom "duplex down" apartment that has two bedrooms on the main floor, and one bedroom in the basement. However, when we toured the apartment yesterday, there were no direct interior stairs that connected the first floor with the basement - only the enclosed stairs that connect all three levels (another tenant rents the top floor.) The basement only has the bedroom and a bathroom and is not a unit on its own.

Does this bring up issues with building code or HUD requirements?

I tried my best to research the topic for hours, but couldn't find a single thing on the subject. Any thoughts or help would be appreciated, thank you.
