University won't pick up the phone, and I have a deadline.

I got my associate's degree last year and am now trying to transfer to a four year college. The key word is try: I have run into a seemingly impossible road block. I have sent them my transcripts in multiple formats now, but their website keeps telling me that they haven't received my transcripts. I am keep calling several different offices-- admissions, articulation, transfer center, registrar-- and it just keeps going to voice mail, even in the middle of opening hours. I am beginning to suspect that their offices are just empty. I have also sent multiple emails, all of which have either been ignored outright, or met with a classic "not my department, try this other office," and then the other office ignores me outright. How the heck am I supposed to communicate with these people if they won't pick up the phone or answer their emails??
